Can I use both?

Yes. CitApp exports to BibTeX and RIS, which Zotero imports directly, so sources can move between the two.

Does Zotero really need a desktop install for Google Docs?

Yes, per Zotero's own documentation: the Google Docs integration requires the Zotero Connector browser extension, and the desktop app must be running to insert or edit citations, even though the citing happens inside a browser tab.

Is Zotero actually free?

Yes for the reference manager itself. The only paid part is extra cloud storage for attached files past 300 MB. Your library of citations and notes has no storage limit at all.
